I use the same two, Irfanview and Gimp. Irfanview is fast, simple, and works great for small tasks like cropping, resizing, and rotating. For the more complicated tasks, the things most people would actually call "photoshopping", I use Gimp. Both programs are free, and do just about everything I need to be able to do, and often more.
